Civilian Aspects of Crisis Management

 

The Council adopted a Decision setting up a Committee for Civilian Aspects of Crisis Management.

It is recalled that the Helsinki European Council gave a mandate to the incoming Presidency, together with the Secretary General/High Representative, to carry work forward in the General Affairs Council on all aspects of the Presidency reports on the strengthening of the Common European Security and Defence Policy, as a matter of priority, including conflict prevention and a Committee for civilian crisis management. The European Council, meeting in Lisbon on 23-24 March 2000, invited the Council to establish such a committee by or at Feira.

The Committee shall operate as a Council Working Party and report to COREPER. It will provide information, formulate recommendations and give advice on civilian aspects of crisis management to the interim Political and Security Committee and to the other appropriate Council bodies in accordance with their respective competencies.
