Common European security and defence policy

The European Council continued its discussion on a common European policy
on security and defence and issued the annexed declaration on the further
development of a common European security and defence policy. It welcomes
the work of the German Presidency and endorses the Presidency report set
out in Annex III as a basis for further work. The European Council invites
the incoming Presidency to continue work with a view to a further report
to the European Council at its meeting in Helsinki.

The European Council invites the Council (General Affairs) to deal thoroughly
with all discussions on aspects of security, with a view to enhancing and
better coordinating the Union's and Member States' non-military crisis
response tools. Deliberations might include the possibility of a stand-by
capacity to pool national civil resources and expertise complementing other
initiatives within the common foreign and security policy.
